That being the case, I would propose, that the questions of the repair and appropriation of the House in Lord Saltour's occupation should be allowed to be over, until the decision I refer to is received, and that the Crowners of that House (Messrs Jardine Matheson & Co) should be apprized, that they are at liberty to let, or rent, the House to any Officers of the Garrison, from mouth to mouth, but for no longer period; as it may, and probably will, be requisite to resume the Ground as soon as Instructions are received from Her Majesty's Government.
In the meantime, I would further propose, that Mr Lam's House should be taken by Government as a Residence for the General Officer Commanding, his personal Staff, and Offices for the transaction of business. That the Commissary General's Office (or the proper officer) should be called on to report what allowance, agreeably to Her Majesty's Regulations, the above Officers are entitled to for House Rent and Office Rent, that the amount of these allowances should be recovered monthly from their Abstracts, and that the balance of the Rent of Mr Lam's House should be advanced monthly from the Civil Treasury until...
